Downsizing the Government Workforce

A big part of the debate in advance of the midterm elections centers on what the federal government should look like. On the one hand, the budget's a sea of red ink and many people feel the federal government is part of the problem. We complain that it's too big and under the Obama administration, it's grown. On the other hand, we always want the government to do more, to deal with disasters like the Gulf oil spill, to take care of our veterans and the unemployed, to secure our borders, to prevent terrorist attacks.

The Thoughtless Job Freeze in the GOP's 'Pledge to America'

The House Republican "Pledge to America" proposal that would impose an across-the-board freeze on non-security federal hiring may sound reasonable at first blush, especially given the budget deficit, the increased role of government and the economic pain being felt across the country. 

After all, why shouldn't government tighten its belt like the rest of us? The states are doing it. Governments in Europe are headed that way, and even Communist China is cutting its government workforce. 

Appealing as it may sound, however, the GOP's approach is counterproductive and would handcuff our government's ability to effectively fulfill important functions.

Bipartisan Legislation Paves the Way for Smooth Presidential Transitions

The Partnership applauds both the Senate and the House's passage of the Pre-Election Presidential Transition Act of 2010(S.3196), a bill that will better facilitate transfers of power within the White House.

Based on recommendations from the Partnership's Ready to Govern report, the legislation directs GSA to provide transition support to the major party candidates to enable them to prepare to govern; allows the candidates to raise money for transition planning; and encourages an outgoing administration to take specific steps to ensure a smooth transfer of power.

The Samuel J. Heyman Service to America Medals

SammiesThirty-two extraordinary contenders. Only eight winners. On September 15, the Partnership presented the 2010 Samuel J. Heyman Service to America Medals (Sammies) to eight outstanding federal employees at a Washington, D.C. gala held in their honor.

Hailing from San Francisco to Haiti, Sammies recipients are working to confront increasingly complex challenges, from environmental crises to foreign wars to economic recovery. Their accomplishments tell the true stories of a dynamic group of talented, bright individuals who work tirelessly on behalf of the American people.

By recognizing these outstanding public servants, the Service to America Medals program gives our nation's unsung heroes the thanks and recognition they deserve.

Best Places to Work awardThe Partnership has released its highly anticipated 2010 Best Places to Work in the Federal Government® rankings. The rankings are the most comprehensive and authoritative rating and analysis of employee satisfaction and commitment in the federal government.

According to the Best Places to Work analysis, employee satisfaction is at an all-time high of 65 out of 100, a 7.4 percent jump from 2003 when the rankings were first released, with 68 percent of agencies improving their index score since the last rankings in 2009.

The Weakest LinkFor our government to succeed and achieve its mission, it must be able to identify and hire skilled, capable and dedicated employees.

The Partnership's report The Weakest Link: How Strengthening Assessment Leads to Better Federal Hiring, sponsored by PDRI, examined the state of federal applicant assessment and found that this step is the weakest aspect of the government's hiring process.

The Weakest Link is an in-depth look at how agencies are assessing candidates for federal jobs today, the barriers to hiring the best candidates and how the process can be improved so that government can select the right people who will be most successful in the job.

How to Build a First-Class Federal Workforce

Best Places to Work awardThe Partnership and Grant Thorton LLP released Closing the Gap: Seven Obstacles to a First-Class Federal Workforce, a report examining the state of federal human capital management.

Based on in-depth interviews with government's human resource policy and management leaders, the report found that the ability to build and maintain a high-quality federal workforce is being seriously hampered by a number of longstanding, systemic and often dysfunctional practices and policies.

Closing the Gap outlines specific recommendations from Chief Human Capital Officers (CHCOs) for how government can repair and overhaul the ineffective systems and policies in order to build a dynamic and talented federal workforce capable of serving the needs of the American people.

Vermont 3.0 is a coalition of educational, governmental and private-sector partners who came together to try to stop Vermont's "brain drain." Vermont 3.0 produced three successful "creative/tech career jams" in 2008 and 2009, and convened a panel of career jam exhibitors who spoke to legislators in Montpelier about Vermont's burgeoning creative/tech economy in January of 2009.
